What is Early Intervention?

Part C of IDEA: The Early Intervention Program for Infants and Toddlers with Disabilities

Congress established the Role C (Early Intervention) programme in 1986 in recognition of "an urgent and substantial demand" to:

  • enhance the development of infants and toddlers with disabilities;

  • reduce educational costs past minimizing the demand for special education through early on intervention;
